Shut it down, remove the SD card and put on it another ROM of your trust. You should have a custom recovery, so turn the device on in bootloader mode (hold volume down and on/off buttons) and select Recovery. Then flash a -non-bootloop- ROM from there.
Anyway, you can try flashing same ROM again. Probably it'll work.
is there any other custom rom which is bug free and appears like lolipop..??
do blisspop rom also have problem like cm12 nighty..? will it load without without any problem..on moto e xt1022..

Alright so I guess here is an end to the battery problem faced by me and/or you.
Today I discharged my battery to 0 and then charged it to 100%( with a non- Motorola charger having a output of 1A.) You can call it a turbo charger or whatever, but it really does charge up the device quickly.
After the battery got charged to 100%, I disabled the option of battery saver to turn on automatically and set it to "never" and Aldo disabled the option to choose the per-app profiles ( just to give a try). And see what I got.
So maybe u can give it a try too.
If that doesn't solve ur problem, do tell me and I'll replace the battery today and will post the results afterwards.

Does your device charges with just USB from PC? My ones (CM12.1 10/18) can be set to "USB charge only", but isn't charging.

It does work for a sec then it gets disconnected showing USB device not recognized.
I guess it's a driver problem

Yeah it used to work before but I'm not sure if it's a cm bug coz my laptop is brand new now and don't have any drivers installed.
But I guess , earlier the drivers were used to automatically install after a connection but now its not happening.

Smart unlock?
In April it was possible activat "pocket mode" by activating "smart unlock" in lock screen settings.
I'm running 20151031 Nightly and I can't find this feature anymore. Does anybody know where it has gone?

Looks like the battery has lost about 35-40% of its charge capacity. The percentage at which the jump down occurs is now totally random and I have noticed that total jump down sums up to 35-40%.

mine aswell same case as his. dropping like that..! battery problem i am sure.! any idea how much service center will charge?? warranty period over!
As nilanko said it'll cost abt 800INR.
I guess that's for a non- moto battery coz the original one must cost you a bit more but it'll be under 1200INR

Faulty battery confirmed:
Got around 19 hours of standby with 6 hours of screen on time on the swapped battery.
Now my brother's backup phone is acting just like mine?.Gotta swap it again now
