[Q] adding application to system /app

I was trying to install the Arabic keyboard by placing the .apk in the folder system /app, then change permissions rw-r--r--. Rebooted, the keyboard appeared on the language and input in the settings menu but didn't work, every time it says keyboard stopped working. Any idea why it is not working?

i am not sure for that but maybe needs lib files too to push them in system>lib
