[Q] ATT changed unlock process, how can I unlock now?

I tried searching and reading back a few pages, but did not see this topic. I hope this is appropriate.

ATT no longer allows you to just call in for the unlock code, you must submit online. According to them this atrix is not and has not been attached to an account and so they will not give me the code.

What are my options as it needs to be used on a European network.

You can buy it online, take it to a "store" where they do that or buy a new phone

I believe the U.S. used to have a ban on all unlocking for a year, but now it is cleared out due to a petition made to make unlocking legal again.
Yes, carriers do make it hard to unlock especially in the U.S. as well as for our Canadian friends up north. This is because carriers lose a lot of money when users take their business else where via unlocking.
The fastest way is to look online and get it unlocked from cell unlocking sites (watch out for scams) read reviews before placing orders.
I can only recommend cellphoneunlock as a viable option, but only because I had good experiences with them in the past.
It also does not hurt to call in to carriers and see what they say
