Yikes - be careful! Don't ruin any good phones while you're at it.
(I don't think you need to swap the numbers - you can probably just copy the IMEI from phone A to phone B, as long as phone A is off or in airplane mode.)
@dblackburn965 what's your status? Were you able to fix the baseband?

OK, here's my update after trying everything in this thread.

It seems like the only frequencies that are reliably working are 1700 and 2100.

This is why we can get LTE on band 4 with T-Mo. They also have UMTS on 1700, which is why voice calling works sometimes.

However, 2G, which carries voice calls on 1900mhz, will not work, which is why calling sometimes cuts out.

And since AT&T does not use 1700/2100, it won't work at all.

This seems to explain everything we've observed so far.

The only solution seems to be to successfully flash a different baseband as @dblackburn965 has done, but nobody including @dblackburn965 knows exactly how to do so.

Flashing a XT1031 radio results in the baseband being reported as "unknown", but if after that I flash an ATT XT1045 baseband it goes back to the US Cellular one. ?!?! Odd.

I can't even connect at all to the 2G/3G network. If I turn off the LTE, I get "No Mobile Network" and cannot make calls.

What ZIP are you in? Do you know if you're in a refarmed 1900mhz area? I'm in Edison, NJ 08817, which is not.

I think I am xD cause I can't even connect with my xt1042 but on my xt1045 I have 4g LTE everywhere
Looks like that's the issue. Only 1700/2100 will work on the 1042.

If you want to know for sure, you can install LTE Discovery on your 1045 and it will tell you what band your LTE is. If it says Band 2 1900mhz then that settles it for sure. I'm attaching a screenshot of my 1042 on LTE showing Band 4 1700/2100.

Question is, why can't we get 1900mhz on the 1042 - the SOC should be supporting it. Seems like the block might be finding a way to flash the right radio. I can't get it to flash right.

That's weird because my XT1042 will work on GSM with a Simple Mobile SIM in the slot. I guess there must be some unlock you have to do first. My XT1042 came that way from EBay so I don't know what the process is.

And you flashed RETUS firmware, and set RUIM Only in DFS, and added the NV bands?
What else is there to do?
I can send you a TWRP nandroid backup from my XT1042 if you think it might help.
