[Q] Compress original items to high quality

Within google photos there is an option to recovery space and it says "Compress original items to high quality"
Does this ONLY compress file that are not "free Pixel" files or will this compress the pixel file also.
Seems silly that it would compress files when they are not taking any of your space.
Just wondering.
