[Q] Getting Nexus 7 (Wifi only) to receive Google Voice phone calls over Hangouts

I have a 2013 Nexus 7 (Flo) that I'd like to turn into a WiFi phone. I have a phone number with Google Voice and turned off all call forwarding. There's no option in the Hangouts settings on the tablet to receive incoming calls. I suspect this is because there's no dialer or sms app in the system rom. I can make calls from the tablet just fine.

The device is unlocked and rooted running lollipop 5.1.1.

I should have mentioned that I already installed that. I can dial out to a home/cell number just fine. It's receiving calls that's the problem. There are no options under the "Settings" in Hangouts for anything but the Accounts.

I discovered a way to get the options to receive alerts for incoming calls. Install a SIP program like SIPDroid. Once it's installed, go back into Hangouts and turn on the option. You can even uninstall SIPDroid afterwards.
