I have the 2.3.6 Gingerbread update (stock, but rooted). Now, I received the G+ update today but still can get video chat going. Tested using both my wifi connection as well as 4g. I tested it against my pc, using my wife's g+ account - no dice. When I try to connect on my phone, it shows the video trying to initiate. That includes, the video on me (asking for me to check my hair before clicking "Hangout"). When I do, I can see myself in the little camera at the bottom, but the main screen - nothing).
FYI, i've contacted VZ tonight and specifically asked the tech of VZ is blocking video chat over 4g and he stated no... that this was one of the features of 4g (can't do it 3g - sorry face time
).
