[Q] Google Wallet Tap to Pay not working?

I have a the HTC One turned into the GPE and the Google wallet tap to pay isn't working. I have money in my wallet and my card linked but when I tap to pay the POS machine says no dice, or more specifically, the transaction wasn't authorized.

Am I missing something?
