What does comes as error?
Tryed it with fastboot or SUS?

xperia s also with the same

no error. I can do everything FlashTool. but it only works in airplane mode. when you turn off airplane mode, it is resetting

and if you relock?

Try another sim card could be a faulty sim

Pop out your sim and reinsert it if that doesn't work replace it. Issue is not related to software

Actually I realized that the problem is with the SIM CARD RADIO signal
