NB4 refers to the last 3 characters of the build version. In order to update to it you must be on the build ending with MJ5 and have an at&t sim inserted. If you're on MJ5 (or any official release) open general settings and select "about device". Then select "software update". If you're having trouble with the update failing you can try this thread.
