[Q]Is changing UMTS band by using QPST possible?

Hi, I have a at&t HTC Aria with UMTS band 850/1900Mhz, and operator in my country is using 900/2100Mhz.
The question is , is it able to change the band using QPST (Qualcomm debug software) to 900/2100Mhz?
I would like to know the differences of NV item between at&t HTC Aria and 900/2100Mhz Aria.
