The Galaxy Note 2 does not have Android 4.4 KitKat support yet. Even the 4.3 builds aren't official as of the time of this posting. You should only install apk files compatible with your version of Android.

This is not true. I'm using the 4.4 keyboard, launcher, email, and hangouts on the stock rooted Verizon rom

I have installed some of the leaked APKs with no problem. I'm currently using the updated keyboard and hangouts with no problems.

OP - what were you trying to install and where did you get the files?
I have used these with no problems. http://www.droid-life.com/2013/10/31/download-new-google-apps-from-the-nexus-5-dump-search-launcher-and-more/

1st file I tried to install was play services and 2nd was velvet. I gave up when neither worked. The velvet file came from brokenmanradio and play services I got from the general forum here
