[Q] MyTouch 4G as a Wi-Fi for my iPad 3G?

Hello. I am planing on getting a MyTouch 4G (T-Mobile) and a iPad 3G for GPS use. As of now I am using a MyTouch 3G and I already have a data plan on it, so it will be transfered to the MyTouch 4G when I get it. I do not want to be paying another $25/2GB for the ATnT data plan. I think there is a way around it. Can you guys tell me about it?

My questions are:
1. Is there a software on Android that will allow my phone to act as if it was my Wi-Fi router, so that I can connect my iPad via Wi-Fi to it? If yes, that what is it called?
2. Will I be able to use my phone to make phone calls while the iPad is connect to it via Wi-Fi?
