[Q] NE4 vs NE7 Changelist

Could someone please explain why the latest i9500 firmware NE7 has a substantially lower changelist than NE4 ?

NE4 : 1424588
NE7 : 699287

I've heard that NE7 is supposed to be better, but I would love to know how the changelists can be so different!

I only asked because normally every new firmware release has a changelist slightly higher than the previous one, but NE7's changelist size is is almost exactly half of NE4, which just seems a bit odd.
