[Q] Need help with turning s back on running into a problem

I need to turn it back on for warranty exchange.


I follow the steps but when i put in fastboot oem writesecureflag 3 into the command prompt it just keeps saying waiting for device and it just freezes and wont let me put in fastboot reboot-bootloader. When i type adb devices my phone shows up but this is the only step im having a problem with. Any help?
