Polaris Office is not only "apk" - there are at least two libraries too (libpolarisoffice.so and libpolarisoffice_Clipboard.so - both located in the /system/lib directory). So the proper course of action would be to:
* extract/copy those files (/system/app/PolarisOffice.apk, /system/lib/libpolarisoffice.so, and /system/lib/libpolarisoffice_Clipboard.so) - you can e.g. copy them out from some rom (that's just a zip file so there should be no probs with that on a PC) that contains PolarisOffice,
* move those files to your TF,
* use some file manager with root capabilities (e.g. ES File Explorer will do) to move the files to their relevant directories, i.e. "so" files to the /system/lib and "apk" to the /system/app.

Please note that I do not know whether this will work for you and whether this will work without any problems (especially on ICS) - there could be some other libraries needed or the libraries may have some compatibility issues. Anyway for test purposes I checked this on my mobile with CM7 on board and it seemed to be working, but I did no testing since I have not used Polaris at all before. The only thing I can say is that at least it was starting up :)

Could you please post the lib files as well as the polaris.apk :)
