[Q] Proxy Support (system wide)

Can you guys tell how to apply or route through proxy(with authentication) for all applications(eg whatsapp, skype ..).
For instance in android we could use proxydroid . Any Similar alternative??
(version: Windows 8.1 with Denim update)
