[Q] Q:Resize /data partition and mimic as ext sd card

Hi,
I have been searching since past 2 days ...yes I know we can repartition the data and system partitions... but I want the new partition to behave as an external sd card ...did not find any data on this yet ....
The whole aim of this is to enable mass storage mode when connecting to pc usb cable as phones with only "internal storage" just have the mtp device mode ...please guide me in the right direction if anyone knows if this can be done ...thanks in advance.
