[Q] Re-generating mmcblk1p18, possible?

I saw that this mmcblk1p18 tiopic hasn't been discussed much here.

I'v always been wondering is it possible to re-generate the mmcblk1p18 file?

Is it even legal doing so?
If it is, how come it's so hard for those gurus not yet to figure out this 512KB file?

Someone had tried to study the file and concluded that only 136 bytes are different among all the mmcblk1p18 files that volunteers uploaded.
