[Q] Registry key or config file to enable onscreen back/home/search keys?

I have Windows Phone 8 running in a virtual machine, so I can cruise around the file system no problem by mounting the disk instead of booting it. However, I've got no navigation buttons. Windows Phone 8.1 supports on-screen buttons now, but what determines if they are on or off?
