[Q] S2 Screen Flickering! Hardware/Software problem?

My galaxy s2 (shwm250k) stock rom ics 4.0.3 while booting stucks at Galaxy s2 logo white lines start swiping across the screen and phone doesnt respond... I have to pull out the battery

Sometimes it happens in download mode also but not always...

Is it a hardware or software problem? Can JTAG get it solved by restoring a dumb/correct file?
