If you rooted your S4 mini, you just follow the Installation guide as below link by using "Samsung Chinese Keyboard".
I've got vibration when touching the keys, this keyboard also has "English IME" too. You can try it out.

No! It doesn't. But you can try the LG G2 keyborad as link below, it have German IME, I'm using it on my I9192.
