[Q] Turn data connection on via code?

I'm converting a wm 6.5 app and need someway to turn on the data connection through code.

Anyone discover a method to turn on the data connection though code?
I'm using a developer unlocked/interop unlocked device and have tried using ConnMgrEstablishConnectionSync without success.

I have followed Heathcliff74's guide but cannot get past this road block.
