Title says every thing. I couldn't found a way and i couldn't find any launcher that allows customization like enable dock or 5x8Homescreen Grid.

Nope ... it is always cropped. But imo it's matter of gallery app responsible for picking wallpaper, or the kind of "select wallpaper" activity.
