[Q] vedio call from primary camera

hi i am user of galaxy mini 2 years back i have seen a sony ericsson mobile which is having only one camera at their back side and it is having a facility of vedio calling with their primary camera not in data charges it is as voice call charges as a general call without any application ir software can it be done to our android devices possible
