According to voice command help file you can start a voice memo: launching the voice recorder. An alternative for me for a memo without hazardous voice recognition and transcription.
But this specific command doesn't work (others do). The command in French is equivalent to: "voice recording of". This only starts a google search on the expression (perfectly spelled btw, so this not pb with my voice)
"recording" alone (while it's not listed as a memo command) launches a written memo.

Alternatively I launched voice recorder as an application "launch voice recorder". It does open it, but I have no voice control to start and stop a voice memo like I would with a written memo.
