I have a Droid Mini with an unlocked bootloader and have the same question as the OP's. I read the following thread:

http://forum.xda-developers.com/moto-x/development/recovery-unlocked-twrp-2-6-3-1-android-t2534850

It suggests that this will work on the Droid Mini, but I don't understand why it wants you to load Moto X firmware in Step 4. I would have posted there but I have not yet accumulated 10 posts on XDA. I just want 4.4 root and nothing else. Seems like it should be as simple as flashing TWRP, but the XT1030 is not officially supported.

I have what I found to be the latest TWRP for these devices on my Mini. I've run into one hiccup so far (touchscreen wouldn't respond, adb reboot recovery to reboot back into recovery solved that), but other than that, it works fine.

I tried to unlock the bootloader from Motorola website but it said the device was not eligible to be unlocked. There is a 3rd party app called Sunshine could unlock the bootloader and root your device but it was not free but $25.

My moto x is dropping calls left and right.. stupid ass 5g ****, great phone but wont work anymore, brand new phone to, just out of the box ordered a couple a few years ago, but this new network on verizon wont work with moto x anymore but these ultras and minis will. I bought a mini for mom a 5 years ago and its stil working great on the new network, so I ordered a refurbished mini like new off ebay last week for 42 bucks, was a gamble figured it would be 4.4.4 and su6.7, but opened the box and it was on 4.4 kitcat and only su 2.3 I just unlocked it with sunshine today and twrp to root it. The mini works fine on verizon, sucks the moto x wont, its a better phone.
