[Q] why dont we have Gtalk 1.3 ?

I dont have the new Audio/Video google talk on my sensation, i was wondering if its only on my voafone branded phone , or is it for everyone ??
i though 2.3.3 could run the Gtalk 1.3
so why wouldnt HTC put it there ?
