Razer Phone 1 default recovery+locked bootloader without OS

Have RP1 in default recovery+default locked bootloader but without OS, I can boot into download mode and use fastboot commands but when I try unlock bootloader I receive "Flashing Unlock is not allowed"

I found myself in such a situation when I accidentally deleted the OS in twrp, and then accidentally returned the standard recovery.)

I try official razer guide for installing OS but I receive "Flashing Unlock is not allowed" so cant use it. What I need to do?

There is a tool that can format and reflash the memory but unlike most vendors razer haven't released the config files for it. If you press power vol up and down together when powered off the device will launch as a Qualcomm 9008 device. You can flash from there. I have a ticket open and have asked for the tool but no luck.
