Without the Oreo firmware, it won't be possible to relock. You need your GPT, bootloader, boot (kernel), system, OEM and other partitions to be on the same firmware level, else the partition checksums won't match and at best your device won't lock, and at worst you'll boot loop/brick your device.

You'd also need firmware as new or newer than your bootloader to relock, which means the Oreo firmware. I would not advise trying to downgrade your device to lock your bootloader.
