Hello. If you have unlocked the bootloader, the best way is to flash India firmware (A.14) first. After that, I think it is better to receive OTA (A.16) and then upgrade from the local folder.

Ok so is safe to downgrade with this method ? mine as I said is already updated to A.16 but in global I want to change to the india one

If in India A.16 now,just local upgrade.
If in Global A.16 now, you need to flash India firmware in the bootloader first.
For downgrading to India Android 11 firmware is in the thread.

I flash RMX2202_11.C.05 export from RMX2202_ROLLBACK_Android11_EUEX_0609.zip by twrp, finish and just reboot in fastboot now, can't go in to recovery and system. I try to adb fastboot boot twrp.img again, but " FAILED (remote: 'Failed to load/authenticate boot image: Load Error') ", what can I do now? please help!!

1. boot.img
2. system.img
3. vbmeta.img
4. vendor.img

then via fastboot

1. fastboot flash boot boot.img
2. fastboot flash system system.img
3. fastboot flash vbmeta vbmeta.img
4. fastboot flash vendor vendor.img
5. fastboot reboot
