Receiving hangouts messages

I am noticing very delayed hangouts messages. It seems like they don't come in until I open the app. This also seems to happen with Slack. As soon as I open either I get a burst of all the messages. It seems like it is suspending the application or something so it cant receive messages. I remember seeing a way to not optimize an app for battery in previous versions of Android. Is there anything like this in 7?

I had the same issue, I disabled the app and then re-enabled and updated. After I did that everything is working as expected.

In the battery settings you can click the 3 dots at the top and it takes you to battery optimizations. I turned it off for hangouts and haven't had any delays

I had issues today, but an not on the Spanish ISP, but my problems seemed to correlate to the timeline. Could be a coincidence.
