I used ADB to uninstall a toooooon of LG and AT&T bloat and a bunch of pre-installed games.
I was being somewhat aggressive with my uninstalls, and did not consult a guide about what was safe and what wasn't (mainly, because I couldn't find one for our phone).
I haven't had a single issue with the Recents panel not pulling up. That said, with Nova and FNG, I'm not using whatever stock solutions exist out-of-the-box for pulling up Recents.
You did mention Nova in your OP, but have you tried some third-party gesture or buttons solutions for pulling up your Recents? Do they fail too?
It's also my understanding that uninstalling bloat via ADB is not a permanent solution (I can still see the apps in my apps list in Settings, they just have a "not installed" next to them, or some such). I recall reading that a factory reset will restore all of them. Since your issue is persisting after a factory reset, I have to assume the problem is not related to anything you uninstalled.
Are you on the newest system firmware? I believe T-Mo and know for sure that AT&T have released updates bringing Android's April 2020 security patch to our devices. There MAY be some minor bug fixes included with the roll-out.
If you're still experiencing issues after the firmware update and factory resets, I'll have to echo minoch's advice and suggest that you consider getting an in-warranty exchange either via your carrier or LG directly, whichever is faster/easier. If going to your carrier, try to make sure that you're phone is currently experiencing the bug in order to be able to demonstrate it to the store rep to expedite the exchange.

https://forum.xda-developers.com/lg-v60-thinq/help/worthy-upgrade-t4083111) and someone there reported issues with the Recents Panel not working properly at times. They seemed to narrow it down to using pop-up instances of apps. Maybe hit up that thread for more details. But are you using pop-up windows in conjunction with Nova as well? There seems to be some kind of conflict there, though it's an issue I'm not experiencing, since I'm using Fluid Navigation Gestures for most of my gestures, not Nova's gestures (or the stock Android 10 gestures).
