The OP's post is for Android 11. If you are on Android 12, we need a different recovery for the decryption to work.
Working recovery for Android 12 (star): twrp-3.6.2_12-v6.0_A12-star-skkk.img
found this in Xiaomi.eu installation instruction.
first boot into this recovery is Chinese language, just change it to English in setting.

Now I can complete my update to Xiaomi EU 13.0.13

So boot into fastboot, install that twrp for Android 12 , change language to English and update the 13.0.13 version, anything else?

No, don't install it, just boot on it.
When I wanted to upgrade from Xiaomi.EU 12.5 to 13 I flashed twrp-3.6.2_12-v5.1_A12-star-skkk.img and after I was stucked in fastboot and I had to reinstall Xiaomi.EU 12.5 to sort it.
So, in order to upgrade to Xiaomi.EU 13, I only booted on this TWRP :
  • Use 'fastboot boot rec.img' to temporarily boot into TWRP !!!
And after that, just flash your desired ROM.

I am extremely frustrated with xiaomi.eu stable (latest version now). It still has frame drops all the time since miui 13. I am really thinking of switching to a other rom, like the global or so. Any recommendations?

Yes, start using weekly one. It's as stable as stable but for me it works much faster. If you switch to any other AOSP ROM you will lose every single advantage of MIUI.

Hi. Is anybody here using the china daily beta? I installed the daily from August 31st with full wipe and TWRP 6 without problems. But when I try to update now (tried with version September 2nd, 5th and 6th) I always get error 7 and the installation is not starting. Anyone has a clue what that might be?

    I am on v13.0.12 and my goal is to install twrp permanently + update over OTA and keep root
    For me, after flashing xiaomi.eu_multi_MI11Pro_MI11Ultra_V13.0.13.0.SKACNXM_v13-12.zip TWRP stays on the phone :) Probably it's already included in this update for futures OTA update

    I tried all TWRP versions from 3.7 to 6.0 for star. Always the same error.
    It's a common error, just reboot from recovery to recovery when you encounter it and try again until you succeed. May take a lot of tries.

    Team Win Recovery Project or TWRP for short, is a custom recovery built with ease of use and customization in mind. We started from the ground up by taking AOSP recovery and loading it with the standard recovery options, then added a lot of our own features. It's a fully touch driven user interface , no more volume rocker or power buttons to mash. The GUI is also fully XML driven and completely theme-able. You can change just about every aspect of the look and feel.

    Hello, this is TWRP, for Mi 11 Pro/Ultra

    USB OTG will not work
    Decrypting Android 12 will only work if you remove pin/password

    Installation:
    1. fastboot boot twrp.img
    2. go to Advanced > Flash Current TWRP
    3. after that is done, if you were using a custom kernel, reflash it now
    4. if you were using magisk, reflash it now

    Updating to a newer build:
    1. download new build to internal storage
    2. go to Advanced > Install Recovery Ramdisk
    4. select the new image
    5. after that is done, if you were using a custom kernel, reflash it now
    6. if you were using magisk, reflash it now
