Yes, something is indeed strange, you don't need root or anything to flash a new recovery just an unlocked bootloader

Try this
fastboot boot nameofrecovery.img
Use either twrp image and it should auto boot you to it
demknator,
Just want to offer my humble thanks for helping me with this... especially on Thanksgiving.

That being said,
Following your instructions has resulted in:
The N9 has now booted into TWRP (USBhost's recovery_fixed.img)

I am not proceeding from this point.

No problem I'm the only one who smokes at my get together today so I have 5min here and there to jump in help!
So the issue is the recovery doesn't want to flash but will boot just fine... Maybe there is something new in the way lollipop is set up that you need root for a recovery.... I'll need to look into this

I appreciate it.
To rule out user error, which could be the case since I'm just now learning adb/fastboot, here are the steps I have taken in an attempt to flash both TWRP recoveries.
I'm using Minimal ADB & Fastboot from shimp208
With N9 connected via usb
Open command prompt by double clicking desktop shortcut
adb devices to ensure communication
adb reboot bootloader
fastboot flash recovery recovery_fixed.img (also tried openrecovery-twrp-2.8.2.1-volantis.img)
fastboot reboot

after reboot
open command prompt again
adb devices
adb reboot recovery
press power +vol up
stock recovery then appears

Try instead to flash the recovery and then just toggle to recovery from the bootloader without rebooting first, there could be something with the recovery being overwritten to stock once booted to os

So confounding.
Flashed recovery but there is no option in bootloader to go into recovery.
Here are my options in bootloader after flashing recovery image:

HBOOT
REBOOT
REBOOT FASTBOOT
POWER DOWN

It couldn't have anything to do with MTP/PTP mode on the N9?

Why does it take ages to flash anything? Seriously 20 minutes to flash a ROM.

Sent from my XT1254
The tool uses adb push to copy the ROM to your device, which is definitely slower than copy paste through explorer, but is the only way to automate. Also if you have other options checked like backing up, or wiping things, that all takes time (and depends on how much stuff you have).

So I think I may have done things out of order. I first logged into android and enable developer options and checked enable oem unlock. Rebooted into fastboot and ran the oem unlock. Without rebooting, I ran the fastboot command to rewrite twrp ( i think was the mistake ). I rebooted and now I have no recovery. I then reflashed the 5.0.1 factory image. https://developers.google.com/android/nexus/images . Still no default recovery or twrp. Any ideas on what I need to do.

edit posted in Q&A but hoping for more visibility here.

edit: I used this tutorial - http://forum.xda-developers.com/nexus-9/general/tutorial-restore-nexus-9-to-stock-t2943120 to restore.
