Try this:

NOTE4:*Note that if something will go wrong then you will not be able to restore standard System backup. To avoid problems with restoring backup(s) you need to perform following backups: (1) "System Image" (NOT "System" !!!), (2) "Data (excl. storage)", (3) "Boot", (4) "Baseband", (5) "Vendor Image", (6) "Carrier Configs"

I have already rooted it with magisk and unofficial twrp on android 10...now I wanna upgrade to the latest android 10 one ui 2.1 version...how to do it without losing data and root (or at least root again without re-wipe data)?

First flash this official twrp and after that download devbase rom(it's totally stock with root) and flash it. ?

can you please tell me what to so step by step?
- Flash official TWRP img file into Recovery using existing unofficial TWRP
- Flash whatever One UI 2.1 ROM u wanted to upgrade to
- Voila! That's it.

To switch within TWRP, official & unofficial or vice-versa, there's no wiping needed. But upgrading from One UI 2.0 to 2.1, it's best u backup all your data to ext SD and do a full wipe. At least that's what i did b4; better be sure i got backup if something goes wrong and better be sure no issues with full wipe install.

Sent from my crownlte using XDA Labs

what is the use of official status ?
Here's my take: The OFFICIAL status means that TWRP for the Note9 is maintained by a developer, and it gets updated righto as soon as TWRP releases files for the maintainers to compile newer versions of it.

You may see older versions of TWRP around here and there because they're not maintained frequently. But this TWRP gets updated as soon as a new version is released to the developers.
