According to the FAQ If i want to access data in recovery i have to format data first, but after a reboot and go back to recovery i can't still access to data.
i am on last update july patch on my Note9.
is it normal or do i have to do something else ?

There is two type of formatting. One is wiping and another is formatting i guess u used advanced wiping option. To access data u need to format by typing yes. Here is the screenshot.

Thanks for your answer but i typed yes to format .
i've made a mistake to install, that's why it didn't work.

this how i did it
-install last stock rom for my Note9, reboot
-install last TWRP , reboot to recovery, format data , typed yes, reboot to recovery
-install custom kernel, magisk and Universal DM-Verity, ForceEncrypt
-reboot
Now works nice

I have one questions, first I have the official from store, bought, i see it's true, nice app, but ask you access root, If you don't have access root still work? Flash the image twrp recovery? Or you need before use Odin?

I tried installing TWRP but I think I unlocked my bootloader. How can I lock my bootloader?
I havent been able to root my phone.
I installed magisk and it says phone isnt rooted but I cant use samsung health. I need to use that app for monitoring my oxygen during these times plus that is mandatory for visiting any public place

Can anyone help?

Bootloader is unlocked cant update phone or use samsung health.
I didnt root it, tried but failed.

I only want to lock bootloader or do whatever but use samsung health.
One thread mentioned that install tripped samsung health apk but but I cant Uninstall samsung health pre installed since my phone isnt rooted.

Slightly changed as MAGISK has replaced . However Root Process can be checked here.

If no then you can check bootloader status on settings/developer mode/OEM UNLOCK. ...

But I cannot decrypt it in TWRP with my PIN , I'm on version 3.4.0.0
