There is not anymore Recovery partition name in Oreo. Now the partition is called "recovery_ramdisk".
Also why ADB? You must be in the FASTBOOT mode (Bootloader).
Tested and works for me.
Try to reflash TWRP with TWRP 3.2.1-0 April 8th build Round 2.
fastboot flash recovery_ramdisk TWRP.img

But why the screenshot doesn't works? I can't make screenshots in TWRP.... :(
I use 2 sim cards, so NO SDCard in my phone. Maybe this is the problem?

i am on fastboot and the Oreo command is what i use ...still dont work
Then try to flash this TWRP: https://mega.nz/#!2VZGXawC!2-9yPFh3reghkGcfSl3nRIJhHGkP8fqDsgUG66ewjkk

But if you want root just flash the Ramdisk (boot partition) with this: https://mega.nz/#!fZAAUZAQ!wBblrT5DE-2OF0U9yKMgatwlL-ltBJvGsgw5K8Yq60U
Fastboot command: fastboot flash ramdisk patched_boot.img
then install Magisk apk: https://mega.nz/#!6c4ywJAT!9396N3p0MPk9KUUN3MOg2MEfbr2DA-QmPcgiZq11Mmg
open Magisk and click on Install -> Install -> Download Zip Only

Also if you need here are stock RAMDISK and RECOVERY_RAMDISK:

I successfully flashed on my P10 (VTR-L29C636B361). Unlike other TWRP version I tried, this one had adb working. However, I got "E: failed to mount /cache (Invalid argument)" errors for any partition I tried to mount. All wiping and reformatting tips I found did not work. Any tips?

After that, I flashed this TWRP version: https://forum.xda-developers.com/p10-plus/development/recovery-twrp-3-2-1-0-oreo-t3734993. With that, I could wipe and mount the partitions normally. Maybe I'll try the version of the OP again.

I tried flashing this but I still get eRecovery when I try to boot into recovery mode. Have I missed something?
When you hold volume up in the "Your bootloader is unlocked" screen then it boots into eRecovery.
In order to boot into twrp you need to completely turn off you phone then hold volume up and power until you see a screen that says "You device is booting now..."

Also this TWRP is kinda outdated use this one instead. The other one supports both MTP and Device decryption:fingers-crossed:.
