[Recovery] TWRP 3.1.1-x for T31x

Is TWRP somehow related to power management?
With everything wiped (first 4 options in advanced wipe) I got the following behavior(battery at around 93%):

While starting into TWRP (samsung logo): 700mA
TWRP booted: 550mA
Power cord disconnected and reconnected without touching the system: 450mA (Battery is discharging at this loading current)
After being disconnected for a minuted and then being reconnected(TWRP still on): 510mA
When turned off and un and replugging several times: 550mA, 450mA, 110mA, up to 800mA(system suddenly started all by itself(samsung logo, cause no OS)) and than down to 550 mA again(samsung logo still displayed)

Seems like the usb power signalling is broken there?
Especially the 450 mA smell like the USB 2.0 standard limit of 500mA, but that's just an assumption.

I've got T310 and twrp 3.1.0-0

Ok I upgraded to TWRP 3.1.0-1 and it changed some things regarding the charging current:

Charging current while the system is on: 550-680 mA (double the value in comparison to 3.1.0-0)
Charging current while system is off: 700-900 mA (ramps up to 900 mA and then drops to 700 mA)

Definitely changed to the positive side, system performance while connected to the charger has improved quite a lot, as well.
On the lock screen it displays "Slowly charging" (translated by myself, i've set it to german).

I think I discovered a bug:

When I try to start the system while it is connected to the power plug, it does not start.
It turns the screen on and off, showing an empty battery symbol with a loading symbol placed central in it.

When I unplug the tablet and then try to start, it starts flawlessly.

Are you sure Twrp is shown or is it factory recovery? Maybe you forgot to instantly boot Twrp after fresh install? It's mandatory. If you boot to Os some-weird-samsung-stuff brings you back to factory conditions (is it KNOX, I don't know) Could you be more precise what you did?

I installed twrp using odin, it automatically rebooted once it had finished. I then turned it off and held power and vol up and got to the basic menu.
