TWRP 3.1.0 Has been officially released and is downloadable through TWRPs official site
Snag it here and flash it with fastboot or use flashify
https://dl.twrp.me/quark/
that doesn't have any update at all in relation to last MOD version, is really a downgrade for those on MOD version...

they never update from my changes so just use the last mod when I finish testing 3.1_MOD, I release it, there is no change that affect us in relation to last MOD 3.0.3 that I alredy released...

Interesting tool to complement TWRP. Works with the new TWRP 3.1.0:

[TOOL] [WINDOWS] TWRP Backup & Restore Tool For PC
https://forum.xda-developers.com/showthread.php?t=3572241

Description:
This tool gives you an ability to make a backup of your phone to your PC using the latest TWRP 3.1.0 Recovery. This is a simple handy tool if you want to make a backup of your phone to your PC and you don't want to deal with ADB commands.

I can't get adb backup to work. I boot into TWRP, plug into the computer, adb backup --twrp. I get the message "Now unlock your device and confirm the backup operation," but the TWRP menu is unchanged. There is no confirmation dialog. adb devices shows that the device is connected and properly recognized.

Can I use "twrp-3.1.0-0_MOD_1-quark.img" with MM stock ROM and kernel?
Yes. This is official TWRP for all Quarks. You would just be replacing stock recovery with this custom recovery.

In fact, when you unlock the bootloader, the FIRST STEP after that is to install TWRP recovery to replace stock recovery. Only then, can you permanently root with SuperSu.

After that, then you can uninstall bloatware, or install custom ROMs or Xposed with Xposed modules.

But no one says you HAVE to do all that. You could just stop after installing TWRP.

TWRP custom recovery gives you the ability to make backups or to flash TWRP-flashable files.

Or are you talking about updating to this version of TWRP? You already have an older version? Either way, the answer is yes.

Does encryption work? The note on encryption is a bit confusing for custom roms
TWRP is not a custom ROM. You can use it to backup a encrypted data or clean/wipe it of any ROM custom or not, just that noting else is done in TWRP regarding encryption.

There is some helps on first page if that doesn't help search.

My bad, I seemed to remember being told that encryption didn't work because of twrp. Thanks
