Alright, I'm going to tell you what I'm doing step by step then you tell me what I'm doing wrong. Starting from scratch.

1. Flash stock room
2. Flash twrp
3. Wipe data
4. Reboot to bootloader
5. Run command "fastboot wipe userdata"
6. Flash twrp again

Is this correct?

Lemme redo it for you.
1. Flash stock rom (don't restore backups, probably you removed encryption from it)
2. Flash twrp (I hope you won't be facing decrypt issues)
3. Wipe data
4. Flash lineage-15.1 & arm64 gapps 8.1
5. Reboot system

I want to stay with stock rom and just have that decrypted. I done those steps with stock and it didn't decrypt and recovery didn't stay installed. What would the steps be if I'm sticking to the stock rom?

-edit-
What I'm wanting to achieve is to flash the stock rom and have it decrypted, and having the twrp installed just so I can have the stock rom and am able to access the twrp later on (flashing magisk, etc)

Yeah it stays but after I boot phone and restart, the stock recovery is back. I fully wiped my phone, installed stock firmware, flashed your twrp, wiped data, rebooted, encrypts, then on main screen I reboot into recovery, and the stock recovery is there and nothing was decrypted.

I have a Moto e5 plus XT1924-1 hannah. I want TWRP, Root, Magisk and Lineage 15.1
I used twrp-3.3.1-0-hannah_arm64 but when i enter recovery twrp ask for password in Mount/Decrypt Data.
I flashed with twrp lineage-15.1-20190530-unofficial-hannah.zip and open_gapps-arm64-8.1-mini-20190608.zip but Play Store does not open...
Magisk and Root is good.

Magisk and Root is good.

After flashing ROM & gapps reboot to bootloader &
Code:
fastboot erase userdata
& reboot to system but not recovery okay? Once if you're done with first boot twrp will be able to decrypt your encrypted data

You are right, TWRP is ok now.
I still have problems with Google playStore. It does not open. ”Google play Store has stopped”. I tried this time with gapps_arm64-8.1-nano.

Ok, evrything works very well. I flashed the last version of the rom lineage-15.1-20190603-UNOFFICIAL-hannah.zip with open gapps arm64-8.1 micro:good:

Just got the motoE5 play from Metro PCS

I have gone through the steps of unlocking bootloader

Booting TWRP through fastboot

Ran "Fastboot -w"

tried to run "sed -i 's/forceencrypt/encryptable/g' /vendor/etc/fstab.qcom" in TWRP terminal

Ran "fastboot erase userdata" in fastbot

(Still getting
"Invalid key" in the top left corner}
FIXED THIS by flashing stock
Update 2
Seems to be what pixels phone have when you unlock the bootloader message.
It pops up and goes away. Phone starts. Still doesn't seem to be able to decrypt phone in TWRP though

Tried with having a pin and no pin

Any ideas are appreciated
Thanks

Your steps are wrong you don't need to "sed" just use the proper twrp mentioned

having an issue with this on the e5 play james variant, I can boot into twrp with fastboot, but when I flash it I cannot boot into twrp with the phone. This is what im getting on the phone, I cant pull a log at the moment.

startup failed:

AP Fastboot Flash Mode (Secure)
Fastboot Reason: Reboot mode set to fastboot
USB Connected
Error: failed to load kernel!
Boot up failed

Any thoughts? does this not work on the e5 play variant?
