i suppose try booting in safe mode dint work. the only solution is flashing full firmware, cause the ota packet is bugged.

try this tool

Hi I flashed the full ROM by latest mi flasher, but it will get the same issue, can't be updated...!

what firmwaare version u have download? try with 12.5.4 global fastboot. select the option CLEAN FLASH. you have select this options also with 12.5.5 full global fastboot rom? be sue to download CAMELLIAN FIRMWARE. if youre phone boot, dont flash the ota 12.5.5, but full 12.5.5, and 100% youre phone will boot. probably u have made something wrong. follow the guide on xda step by step and you will not have any problems

only solution for no data lost data is assistance if you are 100% sure you cant reflash same full firmware version of OTA that brick your phone. sorry. but i'm 100% sure that full fastboot 12.5.5 can be flashed without problem. i have did it more than one time. but ONLY IF YOU CLEAN DATA. YOUR PHONE DIDNT BOOT CAUSE YOUR USERDATA PARTITION IS DAMAGED. SOLVE YOUR PROBLEM WITHOUT LOSING DATA IS IMPOSSIBLE. LOSE SOME HOT PICS OR WHATSAPP CHATS IS NOT A TRAGEDY. 😂😂 YOU WILL SURVIVE. if you cant, contact an assistance center is the only solution

the only solution is enter into fastboot mode and flash stock fastboot firmware via miflash or similar tool
I tried that, but I am getting an error saying not allowed in locked state. It looks like the bootloader is locked, so I tried to use the Mi Unlock tool but I am getting error 1004. Also I tried wipe data, but it didn't work either. Right now, I don't care loss my data, I just want to have my phone back, any help is appreciated. Thanks

I managed to solve it, even though the bootloader was blocked.
If you already have the bootloader unlocked, skip to the part of the mi flash tool, if it is locked, follow the step by step.
    We will need:
https://c.mi.com/in/miuidownload/detail?guide=2 which is the flashable rom by fastboot

We will also need the miflash
And for those who have a locked bootloader, there is a way to unlock it using a tool called mtkclient, available at this link https://github.com/notmyst33d/mtkclient-gui/releases

you will first need to unlock the bootloader, for that you will use mtkclient, when downloading you extract the folder and double click on the "start" file, YOUR DEVICE MUST BE DISCONNECTED FROM THE COMPUTER, when opening select option 3 - bypass SLA/DAA, it will keep showing a repeated message until you connect the cell phone in BROM mode. To enter BROM mode, with the mobile phone on or off, press volume +, volume - and power at the same time (for this part it is interesting that before pressing the buttons you are seeing something on the screen, so you will notice that the screen turned off when pressing the buttons), when you have the buttons pressed and the screen is off, you connect the cable and release the buttons, immediately the script will start.
When you finish this part do the same thing in the same file, but now it will be in option 1 - unlock bootloader.
When finished, your device will try to boot and you will notice that the bootloader is unlocked.
Now just install the indicated rom (or any other less than 12.5.5.0) using mi flash.
Detail, when using mi flash, make sure you don't block the bootloader again.
AND DO NOT UPDATE THE DEVICE UNTIL A FUNCTIONAL ROM IS OUT
