Relocked bootloader with oem unlocking off. No recovery no factory reset data encrypt

I relocked the bootloader on my HTC U11 with the oem unlocking off. When the phone rebooted it was encrypted and I cannot do a data format in fastboot. I have no recovery and cannot do a factory reset. I have tried to flash TRWP again but failed and tried flashing RUU again but failed. I have 13 attempts at a lock screen code. Any help please.

Try these lines in both bootloader and download mode
Fastboot erase userdata
Fastboot erase cache

Thank you for your suggestions. I have tried that but it fails I think because the oem unlocking is off. My recovery is either corrupt of deleted so I can't do a factory reset. I've been in touch with HTC and for a fee they will try and re-flash the rom.

This maybe completly off base and u may not even have a os, but is anything on this page helpfull, I have to erase passwords, fps all the time using this method

Once again thank you for the attention but as all three of your suggestions involve recovery and I can't access recovery they are of no use to me.
