That's what people refer to as Adaptive Refresh-Rate, even though Poco F3 doesn't have hardware-supported Adaptive Refresh-rate like the latest iPhones or G-Sync/FreeSync Monitors.

Poco F3's ARR is just simple software-logic, it switches to 60 Hz temporarily when the screen is static and no input is detected.

If you clear data from that app gives you the same result, but I don't know for how long.
