Try using supertool on root junkies site

Supertool should work. I used it to successfully downgrade from 4.4.2 to 4.3 without needing to root it. But you do have to unlock the bootloader though which will cause loss off all personal data.

Ok, First things first.
1) Go to settings --> about tablet --> tap build number 10 times and you will unlock developer options.
2) Backup to Developer options and check that usb debugging is on.
3) Power off the device. Then press and hold the volume up button and press and hold the power button at the same time till it boots into the bootloader. Then you have approx. 5 seconds to make a choice or it will continue to boot to the normal desktop. You don't have to select the choice, just press the volume keys to any choice to halt the timer.
4) On the computer, open cmd and go to the directory with adb.exe and fastboot.exe are located. Type adb devices to see if you get a response with a bunch of numbers followed by device.
5) On the device, press the volume key to highlight reboot fastboot, then press power button to select. You should be in fastboot.
6) On the computer type fastboot oem unlock and profit!!!!

Super tool does the same thing, plus a lot more, all automated for convenience.

That's a bummer. Without having USB debugging enabled, I'm not sure how to bypass that lock screen via computer. But are you sure you can't get into the boot loader via the volume up and power buttons? There should be a factory reset option in the boot loader iirc.

Just go into stock recovery. (Power off, then hold volume up and power button until screen, then select recovery) And do factory reset/wipe.
