Is it possible for the developers to make rgb setting app inorder to prevent the screen burn in/retention on moto g4 plus.? There is a moded flashable file to get rgb settings in system ui tuner ,but dont want to flash twrp . At present iam using that moded flashable file.

So you basically speaking you want an app or setting integration without flashing custom recovery or root use(i assume so). Then its not possible.
There are various apps available like blue filter and are pretty effective. But have disadvantage like install, ok, confirm buttons will not work. You have to disable the filter first then have to proceed.
