I have created a update package from the UCALK7/UCAMC3 for the RIL portion, TWRP or CWM recovery is required.

What is RIL:
RIL is like a driver for the modem, it allows Android to talk to it. Some might say RIL is not something you will need to update, but I throw this out just in case you want to.

Please update to the corresponding modem before you update to this RIL Here's the thread for MC3 http://forum.xda-developers.com/showthread.php?t=2274854


Newest RIL is UCAMC3

Instruction:
1. Download the package attached in the thread
2. (Optional) Make sure MD5 checksum match on the downloaded file
3. Transfer file to phone or SD storage
4. Reboot to recovery and flash away!

Does this stick like a modem throughout different ROMs or does it need to be reflashed after a clean install?

Okay good to know. Do you think this will work with AOSP ROMs?
I would not touch AOSP RIL at all, I would only recommend installing this on TW ROMs. The worst thing it can happen is you lose all Wifi and cell signals.

How would one revert just their old RIL then?

You will have to reflash your old ROM or flash a RIL update file.

My unscientific test showed faster switching between 3G and H on T-Mobile.
Okay. I'm on at&t. Haven't tried actual data connection and switching. All I've tested is on Wi-Fi. Have you tried Wi-Fi speeds?

Full OTA via TWRP

I would refer you back to the modem thread for the full package. These RIL packages is for guys using custom TW ROM which can't apply the OTA.

Thanks I'm specifically looking for the FULL OTA that can be installed via TWRP or CWM in .zip, not just the parts people feel are relevant.

Just go to the thread and they have the full rooted and deodexed package available. There's also a raw OTA package in the general forum as well.
