I like to ask a doubt that I'm using EU NE 2213 OnePlus 10 pro. I like to go back to IN 2211version, Can I use Roll back software to come back to IN version?

You can flash the india build over fastbootd (use the pc.tool FBE )

When you have your bootloader unlocked and flash with fastboot this wiped not your phone

There is no problem to wipe,coz no datas over there. Things are in usb, Google photos and drive. So can I use any region roll back, as I wish. Can I use Roll back firmware? Expecting a reply from you.
