i think you have corrupted efs, firstly flash stock rom and see if it works, if not then backup efs and format the efs using twrp terminal shell, then boot if then also not work comment i will tell next
Found a workaround, type in *#*#4636#*#* on your phone dialer, go to Phone Information, and turn off and on "Mobile Radio Power" while having your Mobile Data ON, make sure you're not connected to any Wi-Fi networks too, and ping test till you get Unknown or Pass on the HTTPS Response.
This workaround has to be done every boot up, and you might need to set up a correct APN, it seems rebooting the network module fixed the issue, hopefully it'll be fixed next patchset.

* If you are going to use GApps, disable Google Play Protect.
* Disable E-Mail app if you aren't going to use it.
* First boot can be laggy, let the device cool down. It should be fine.
* You can set animations to 0.5x on Developer Options.
* Do not flash kernels, modifications, fixes which are made for older versions.2
