The camera it's working fine when taking pictures but in video, drop frames allot. I try to use GCam, Open Camera, Nokia Camera, default camera app and no mather what resolution i use (4K or 1080) the video taken is stutter, the audio part it's fine but the video drop allot of frames

I'm having the same issue on the march 15th build, in google camera videos appear to glitch on playback.

You're totally right, the PE 11 rom points you here as the forum in the android settings.
